【摘要】:Thisguideisintendedtoprovideasystematicapproachfortheapplicationandexecutionofearlyactionsforpurposesofremediatingsitesofbothhazardousandnon-hazardouscontamination.FundamentaltotheuseofthisguideistheiterativedevelopmentofaCSM.Anticipatedusersofthisguideareownersoroperatorsatsitesofenvironmentalcontamination;technicalprofessionalsinvolvedinthefieldofenvironmentalsitecharacterizationandremediation;environmentalregulators,propertyowners,employees,andresidentsadjacenttositesofenvironmentalcontamination;andlenders,sureties,andpersonsofgeneralinterestwithinanaffectedcommunity.Thisguideisnotintendedtoreplacelegalrequirementsforremediatingsitesofenvironmentalcontamination.Thisguideshouldbeusedtosupplementexistingregulatoryguidanceandtofocusremedialeffortstowardfinalremedysolutions.1.1Thepurposeofthisguideistoprovideguidanceforassistinginthedevelopment,selection,design,andimplementationofpartial,short-term,orearlyactionremediesundertakenatsitesofwastecontaminationforthepurposeofmanaging,controlling,orreducingriskposedbyenvironmentalsitecontamination.Earlyactionremediesandstrategiesareapplicabletothemanagementofotherregulatoryprocesses(forexample,stateUSTprogramsareequallyapplicable)inadditiontotheComprehensiveEnvironmentalResponse,CompensationandLiabilityAct(CERCLA)/NCPprocess.Thisguideidentifiesanddescribesastandardprocess,technicalrequirements,informationneeds,benefits,andstrategyforearlyactions.1.2ThisguideisapplicabletobothnonhazardousandhazardoussitesofcontaminationasdefinedbyCERCLAasamendedbytheSuperfundAmendmentsandReauthorizationActof1986(SARA)andtheResourceConservationandRecoveryAct(RCRA)asamendedbytheHazardousandSolidWasteAmendments(HSWA)of1986.1.3Totheextentthatthisguidemaybeusedforhazardousmaterialsactionsoperations,itdoesnotaddresstheapplicabilityofregulatorylimitationsandlocalrequirements.1.4Thisstandarddoesnotpurporttoaddressallofthesafetyconcerns,ifany,associatedwithitsuse.Itistheresponsibilityoftheuserofthisstandardtoestablishappropriatesafetyandhealthpracticesanddeterminetheapplicabilityofregulatorylimitationspriortouse.
